Dead People Are Walking On Earth: The Story of Habib Ignaoua |
Habib Ignaoua has been detained in HMP Belmarsh, contesting extradition to Italy, since June 2007. Habib fled Tunisia in 1994 after suffering detention and torture at the hands of the Tunisian security services. In the years since then, he has been convicted at least three times in his absence by Tunisia's notorious military courts and sentenced to long terms of imprisonment. After fleeing Tunisia, he lived for a time in Italy, where he married and, in 1991, had a child, Salma. Following a series of police swoops in 1998 on Muslims who attended the mosque in Milan that he frequented, he feared being detained and deported back to Tunisia and in the circumstances he describes he fled Italy with his wife and young daughter Salma. They then travelled on back to Tunisia to take Salma to live with his family there, where she remains. He has not seen her since then - 1999.
Habib fled to the UK in 2004 where he made a claim for asylum on which there has been no decision. He re-married and was living peacefully with his wife and children in London and working in a launderette when he was suddenly arrested in June 2007 and detained on an extradition warrant from Italy. A large number of the Tunisians he was friendly with from the mosque have also faced charges of a similar nature in Italy. Several - whether acquitted or convicted - have been deported by Italy back to Tunisia, and once there, they have been subjected to detention and serious mistreatment and torture. This is the fate that Habib quite rightly fears will await him.
Despite the wealth of evidence from multiple sources, including lawyers and human rights organisations in Italy and Tunisia, which confirmed the situation as above, the district judge at the magistrates' court extradition hearing refused to accept that there is a risk that Italy will deport Habib on to Tunisia, and so ordered his extradition to Italy to proceed. Several weeks ago, his lawyers lodged the appeal papers at the High Court and are awaiting a hearing date.
At the same time, Salma's application for a visa to travel to the UK to visit her father during this difficult time was refused by the British Embassy in Tunisia. They have been separated since 1999, when she was only 6 or 8 years old.
